Windows XP Theme Glitch, Need Help

I was trying to install a theme on my machine. When I
went to enable it the theme sort of worked. I did not
like it so I tried to put it back to the "Windows Classic"
theme I had before. Once I clicked 'OK' The screen turned
black except for the Icons. All windows & text are
black. I booted in safe mode and the Admin account works
fine with a black BG but working windows & viewports.

What I am trying to figure out is how to restore it back
to normal. Does the system restore work on stuff like
this? Is there a way to do it in Safe Mode? Can I
restore another account back to an older state from the
Admin login? Any help would be very welcome.

This may help...

Assuming you can boot and enter your password:

[Winkey]+[R]

Then type the following line...

control desktop

[Enter]
[Alt] + [Down Arrow]
[w]
[Enter]
[Enter]

XP should have a bit of a think for 5 seconds and then give you a standard theme.
