Windows XP system restore does not work

My system restore does not work. I have tried Roxio Go
Back and it work for awhile, now it doesn't. I have
turned off system restore and turned back on and after
some weeks tried again to no avail. I get message that
system cannot be restored, this after trying different
restore points.
In the registry by disk percent is 0x0000000c (12)
I change different percentage from 4 to 12 percent and
there was no change.
It this the problem? Do I have to manually change
percentage?
