Windows XP startup

I've been using Windows XP for 2 years now with a phone modem.

However, for the last 4 days, if my computer is shut down, it automatically
boots up when the telephone rings.

Why is this suddenly occuring and how do I stop it?
 
In some bios it has the ability to start the pc when the phone rings it is
called wake on phone it's like wake on lan which will power the machine on
when it recives a querry from the network take a look at the modem options in
the bios also look in the phone and modem options in the control panel check
properties under power management see if it has allow this device to bring
computer out of standby checked.
 
I've checked the phone/modem option in control panel and the applicable box
is not "checked".
Sorry I'm very computer literate. How do I check COMM in control panel (I
don't see an option for that)?
Also, how do I check modem option in Bios?

When you first turn the computer on the initial stages of the startup
are controlled by the computer BIOS, including a stage called the
Power On Self Test or POST. During the POST there is usually some
text displayed on the screen, although some manufacturers hide this
(Compag, HP, Dell, etc). At this point you can access the BIOS setup
by pressing a specified key or combination of keys.

For many computers the screen display will include a line that reads
'press delete to enter Setup' or similar. Sometimes it is necessary
to consult the computer manufacturer's documentation in order to
determine how to get into the BIOS setup on their computers. For
example, on a Compaq machine there is a stage early in the startup
where the screen displays a flashing cursor in the upper right corner.
Pressing the F10 key at that time will get you into the BIOS setup.
