Windows xp start up problem

Windows starts with the following message:

Cannot start windows the following file is either missing
or corrupt: file name: \system32\hal.dll

please advice and your help will be greatley appreciated.

You have Boot.INI trouble. Boot from CD, and start the Recovery Console The
utilities 'bootcfg /rebuild', and 'fixboot yoursystemdriveletter' may help
you do that.
