Windows XP Start Up issues

I have a Gateway 500c (desktop P4 1.8 G with 1G RAM) that I bought in 2002.
I just reinstalled everything about 3 weeks ago to speed thing up a bit. It
is going slow like it did before I did the reinstall and now it won't boot
up. It goes through a normal boot but before it goes to the welcome screen
the screen says "Windows is starting up...". It just sits there like that.
Any help is appreciated.

Have you tried starting in safe mode? Tap (and keep tapping) f8 just before
windows starts loading. If it starts in safe mode, this may allow you to
find out the problem.

An idea that I also thought of and tried and still the same thing. Goes to
the blue looking screen that the welcome screen looks like but just says
"Windows starting up..."
