When I check the check box “Place volume icon in the taskbar†on the Volume
tab of the Sounds and Audio Devices Properties of the Control Panel I get a
message that says “Windows cannot display the volume control on the taskbar
because the Volume Control program has not been installed. To install it, use
Add/Remove Programs in Control Panel.†When I go to the control panel the
program isn’t listed anywhere in the “Change or Remove Programs†or the
“Add/Remove Windows Components buttons. How do I reload the program and where
do I get it?

You need to install, or reinstall, your sound card drivers. Check the mfg's web site.
