Windows XP SP2 Start Bar no longer holds settings

As of a while ago, the Start Bar no longer holds settings; e.g., I
right-click on the Start Bar, click on Toolbars, and click on Desktop.
That icon is now available... until I reboot; now it's gone. The same
holds true for the Quick Launch Bar, which likewise disappears from
the Start Bar after a reboot.
I've not noticed anything else unusual, nor have I been making any
(intentional) registry entries... :)
I'd be grateful for any suggestions.
