Windows XP Small Office won't Boot

When trying to boot our Win XP Small Office, we get an
error stating there's a problem with the configuration.
We end up in the "Safe Mode" Menu. No matter which mode
we select, the system will not boot (This includes "Last
Known Good Configuration). We get the Welcome to Windows
XP Screen, but that's all. Tried to Re-Install Windows
XP, but when we access the CD-ROM Drive (via BIOS
Changes), we get another error stating the Windows XP CD:
1962: No operating System found...

How can we get to the Windows XP Setup Screen?
