Windows XP shutdown

Windows XP restarts opening Internet Explorer at the
first shutdown attempt. Second shutdown comes out
successfully. Does anybody have an idea how to fix this
bug?

Andrei I think you should send a e-mail to microsoft or

ask for a number of microsoft and tell them about that
problem or do it the windows updater.
