Windows XP shutdown

When I was using Windows ME and would select "shut down"
from the screen, my computer would automatically power
down as well. However, now that I'm using Windows XP, I
have to manually turn off my tower. Someone said it is a
BIOS problem. But then someone told me it was a software
issue. I'm fairly good at working with computers and not
sure what can be done to correct this issue. Any help
would be appreciated. Thanks.
