A Quirk During Shutdown

This really is a minor issue but it would be nice to solve it.

I have Windows XP Home SP 2. My computer shuts down without a problem, but it does have this quirk: The very first thing my computer does when shutting down is to briefly display what looks like a Welcome Screen but without any icons. It has the same blue background and the Windows XP symbol and that's all. This screen flashes by so quickly that I needed a video replayed at slow motion to see what it is.

After that my computer proceeds to shutdown with no problems whatsoever.

What's going on?

What icons does the Welcome Screen show in the first place? Do you mean the
text?

I have a normal Welcome Screen with icons for the several user accounts.

The screen I am describing has the same blue colored background with the words Windows XP and the XP icon, and that's it. It flashes by just for an instant.

I'm looking now for a third party app to log shutdown events.

I had that on my machine once. It's probably just the welcome screen
initializing on your computer. Why don't you try your computer's built in
event viewer:

1. Go into Control Panel.
2. If it is under category view, click performance and maintenance, then,
under, or pick a control panel icon, click administrative tools. On Classic
view, double click on administrative tools.
3. Double click on Event Viewer.
4. Look for the shutdown events (You will have to remember the time!!)

After doing a bit of investigating I determined that this strange XP-logo screen flashes on and off twice: once during logoff and a second time while shutting down.

A similar thing happens in Safe Mode: My monitor 'blinks' twice while I am restarting my computer, although no XP-logo page appears.

The fact that basically the same thing happens in Safe Mode leads me to conclude that this is normal behavior, albeit eccentric, for my Windows XP PC.
