Windows XP Setup won't run

I've recently had a virus in my computer so I decided to
run a disk that came with my hard drive which will allow
me to write zeros to drive. After the drive was
completely empty, I tried to run Windows XP Setup and
boot from CD. Everything was loading fine and it is
almost to the screen where you can choose whether to
install new copy of XP or Repair, but when it says "Setup
is loading Windows," the computer just freezes and sits
there. What can I do? When I remove the hard drive and
install windows XP on the other computer, everything went
smoothly. Windows XP setup screen loads up and
installation went fine. I have no idea what the problem
is.

you have removed all factory formating.
go back to the disk from your drive manufacturer and run
the setup program to prepare the drive for an os.
after that install windows.
