Windows XP setup cannot run under safe mode

"Windows XP setup cannot run under safe mode. Setup will restart now."

Nothing at all in the Microsoft KB.

First symptom... system failed on a System Restart. Recursive BSD and
reboot so fast that I can't read the screen.

When I F8 /boot into Safe Mode:
"Windows XP setup cannot run under safe mode. Setup will restart now."

I booted XP Home CD and performed a REPAIR. It seemed to complete
successfully.

Reboot... same problem, both with regular boot (BSD's, and Safe Mode.

NOTE:
XP is installed on a Partitioned drive.

Next:
I installed XP Home from CD into another partition, performed Windows
Updates.

Booting the new XP partition,
I performed "Error-checking" on the original XP partition. No errors.
Windows Defender, Scan: No problems
Anti Virus scan: No problems.

All that exercise did not fix anything. I still have the original problems.

Have you run chkdsk on the boot drive?

It sounds like you might have to go all the way back and boot
from the CD to install the operating system from scratch. That
means delete/recreate the partition, format, all the stuff it'll
walk you thru. Be certain to install the your C drive, and be
certain your data is backed up first.

Yeah, I did all that, first. I was out of all reasonable and
unreasonable ideas by the time I posted. I even used a Linix data
recovery CD that also had problems with data.

It's a dead issue now. I have formatted and reinstalled. So Sad.

Data on the second hard drive was also clobbered. Chkdsk found no
problems there, either.

I think an automatic update was being processed and a power interruption
occurred. We did have thunderstorms creating some unhappiness.
