Windows xp Security update not working -2nd try for response

When downloading the update, it appears to complete, but
did not start the install process. "Windows Update --
Web Page Dialog" remains open to show download progress
was completed, Install progress was not started. If I
try to close the window, it states that installation will
fail. This is after an hour of waiting!
