I just bought the retail version of XP Pro with SP2 off ebay. Its
legit...
If I built a PC, install this version of WIndows, the erase the drive,
and sell the PC with no OS, and install the XP version on another PC,
is that OK?

An additional measure might be to ensure that when you sell it you make it
clear that it comes without an operating system. As for wiping it?

Yes, I know how to wipe a hard drive. I have a linux boot disk that
takes the better half of a day to wipe a drive. God only knows what it
does.

Chances are I would sell the PC in parts.

If it's truly a retail version, yes. Just make sure it's not a generic OEM
version, which is often confused with the retail version and with which you
could *not* do this without being in violation of the EULA.
