Windows XP Regedit DisableSR problem

DisableSR is a DWORD value that either enables or disables System Restore. I recently found that this value stays at 1 (disables System Restore) no matter what I do. I've tried the following.

Setting the Value to 0. (It returns to 1 immediately)
Deleting the Value. (It's created automatically)
Changing Settings in gpedit.msc. (Doesn't really help anything)

I am the computer admin for this computer and have complete authority in editing the registry or any kind of data.

Any help is appreciated
