Windows XP Professional ? Downloads

I have tried to download DirectX 9.0b End-User Runtime, It showed it was downloading but did not. I need to know what I need to download to have 3D to be able to play a game. I bought a game and it keeps comming back error can not set up 3D scene so I can not get into the game at all. I don't know if I need to download other things first, I just really need some help. I am a real dummie when it comes to the computer but I sure want to learn it all. Please HELP.

Try going to Start > Run > dxdiag
and running the tests for 3D
It will also tell you what graphic card you are using.
