Windows XP Pro won't shut down

I just built a custom computer with an Intel D865PERL
motherboard and a Pentium 4 - 2.8G processor. My old
operating system was Windows 98SE. I purchased the
upgrade edition to Windows XP Pro to install on my new
machine. If the computer is on just a relatively short
time (approx 2 hr.) it will shut down or reboot fine.
But if it's on most of the day and I try to shut down or
reboot it will go through the blue screen "Windows is
saving your settings" then "Windows is shutting down" and
hang. I've left it there for up to an hour and it won't
shut down without my hitting the reset button. What's
going on?

Did you install enough cooling fans, and plenty of RAM
memory too, (256 MB) ? Is the BIOS an updated version ?
