Is Service Pack 1 necessary to install Service Pack 2?
Is Service Pack 1 included in Service Pack 2?
Can I install Service Pack 2 on Windows XP Pro (without Service Pack 1)?

All the updates for SP1 are included in SP2, so there is no need to install
SP1 beforehand.
