Windows XP Pro SP2 messed up (can't install, can't uninstall)

In my PC i uninstalled SP2 and it didn't went thru completely. System crashed
in the middle of the process. Now my system does not show Service Pack 2 as
installed under 'My Computer'-> 'Properties' and it does show up as 'Service
Pack 2' under Control Center -> Add/Remove Program.

When i try to uninstall SP2, it does not remove it from Add/Remove program
list. At the end of removal process it gives error box 'The Service Pack 2
was not uninstalled'. I tried

and that also does not completely remove SP2.

When i try to install it does not go thru completely. At the end it gives
error box saying 'System can not find the file specified'. I really want to
access my outlook e-mail. When i click on outlook it says 'Outlook.exe' -
'The application failed to initialize properly (0xc0150002). Click on OK to
terminate application'. So outlook probably needs SP2 to start.

How can i come to SP2 properly installed state ?

System Restore did nothing. I think the feature didn't work at all. When i
clicked 'Next' button it didn't seem to do anythig. After 15 mintutes or so i
restarted the computer. It showed the dates i could select. When i selected
yester's date it asked to click next and then nothing happened for 15-20
minutes.

To remove SP2 do a Repair Install using a version of XP that is pre SP2.

Perform system Restore to Date/Time before this started:
Start/All Programs/Accessories/System Tools/System Restore
Select date and time.

Otherwise perform a Repair Installation:

Service Pack 2 will need to be installed after the Repair
Installation.

My PC didn't pick IP address from DSL modem. I looked up Microsoft
knowledgebase and one of the article mentioned about problems with SP2. So i
thought of removing and reinstallating SP2.

That seemed to work. Is there a way rebuild all the installed applications
to show up in Start->Programs

If you had performed the Repair Install correctly all of your previously
installed apps should still be installed. Did you logon to the correct
account?

No, Outlook does not require SP2 Your Outlook install is also damaged.

The first thing you need to do is to back up your system, in particular the
PST and any OST files.

You apparently have some system issues that have rendered it unstable, and
your first consideration should be data integrity and safety.

Then, you might consider slipstreaming your XP CD with SP2, using the full
SP2 file (266 meg) and Autostreamer. After that's done, do a repair
install of XP.

If your system doesn't use a hidden recovery partition for reinstalling XP,
consider getting another hard disk, removing and setting aside your present
one, and doing a full clean install to the new one. In this scenario, the
old drive is your backup. You may find that this is faster than trying to
find and fix the various and layered problems that are presenting.

Don't forget that immediately following the basic XP install, you must
install any and all motherboard chipset drivers, and then the specific
hardware drivers. Then, install SP2, followed by the 80+ Windows updates.
Then install the basic apps you need, and finish up by copying back over
your data from the re-attached old hard disk. You may need to Take
Ownership to gain access to the data.

That's more of a logon problem with your ISP, or possibly a driver problem
with the network adapter.

It would be an old article, or one that refers to a specific piece of
hardware?

Sounds like there are other underlying system problems that you have now
exposed.
