Windows XP Pro shut down problem

Tonight when I went to shut down my computer it would reboot instead of
shutting down. I ran 2 different virus scans that show nothing, I did a disk
check and the computer will still not shut down and reboots. I did a master
switch shut down and allow the computer to cool down. I restarted about an
hour later and I still can not shut it darn thing down.
This is the error code I get:

Do I need to re-install Windows or do a repair and how do I do that

Had to do a clean install of Windows XP Pro. Norton Internet Security Suite
and the new Zone Alarm firewall are not compatible. Norton's download files
corrurpted a OS file. Same thing happen on my laptop this morning. It went
to the shop, I could not get it to restore the OS. Just now getting
reconnected.
