Windows xp pro looping and will not complete install

Hello,
To any sweet soul who can help me..this is the problem.

I build a new computer, boots up and all is fine. Put in
windows xp pro upgrade cd..it gets to the part "windows
has xp professional set up
this portion of setup has completed successfully.
if there is a floppy in disk drive a:, remove it.
To restart your computer, press enter.
When your computer restarts set up will continue.

The computer restarts and starts all over again, its
virtually looping over and over.

I have done about 40 installs over the last three years
and have never seen this on a brand new machine..no
machine for that matter.

Any suggestions?

Hi Misty:

You've got a hardware problem with your newly built machine; one that
XP apparently doesn't like. Try to remove all unnecessary hardware
when installing XP. In other words, remove your printer, scanner,
modem, sound card, etc. Leave the video card in of course and the
hard drive. Try again.

Also, be sure that you're using good memory and have the BIOS options
correct. If any doubt here, use the BIOS defaults.
