Windows XP paging file

Win XP Pro hangs on boot, eventually gives the error
message related to unable to create the paging file.
I have tried the resolution in KB article 315270.
Administrator and System accounts exist with full control.
Drive C: (sole HDD) is configured to use a paging file.
Have set it for custom size (766 is the recommended size -
the system has 512MB RAM).
On reboot, the custom size is still showing as the
setting, but actual size is zero MB.
Have scanned for virus (Norton definitions 5 Nov).
Have checked C: for errors using XP built in tool.
Any suggestions will be appreciated.

Set at,"let windows manage".
Even though min.would be 766mb,max.is 3X 512
When windows manages,it sets min.at 2mb with mine.Micros-
oft article in xp(Paul McFedries),says set at 1/2 the
min.of 766mb in
the min.,keeping max as is.Who knows,let xp manage is
safe.
