Windows XP install error

Installing Windows XP Pro upgrade over Windows 98 SE, I
get a message "The file sbp2post.sys is corrupted." then
the upgrade aborts. The sbp2post.sys file did not exist on
this computer when I first encountered this message.

So far I:

Searched the web for this message, none found.

Searched Microsoft, same result.

Copied the file from another Windows 98 SE computer to the
target upgrade computer. It lives in the
C:\WINDOWS\SYSTEM32\DRIVERS folder. Restarted and tried
again. No change.

In MSCONFIG I disabled CONFIG.SYS and AUTOEXEC.BAT,
restarted and tried again, no change.

Any suggestions?
