Windows XP Home - Set Affinity

I am running Windows XP Home edition. I have a dual core AMD Athlon 64 X2
4400+ processor. I run EverQuest and have been having problems with the
game. I called Sony support and they informed me that EverQuest is not
tuned to run on dual processor systems. Their fix was to rigtht-click
eqgame.exe and use the Set Affinity... button to change the process to only
use 1 processor. When I try to do this I get an 'Access is denied' message.
I am logged into the default Owner account and it is set as an
Administrative account.

My questions are:

1) Why is it that certain processes can be modified using Set Affinity
while others aren't?
2) Is there some way I can get into a Local Security Policy type
application where I might be able to set some advanced security rights to
enable me to change the processor affinity for eqgame.exe?
