Windows XP Home "Restriction Warning" ?? What gives.

I just booted up my clone PC P4-3.0Ghz, 1 gig ram. I am the administrator
but I am getting a message saying Administrator has restricted this computer
to access CD/DVD drives. Then, I get a message saying it has prohibited
access to any USB/1394 devices.
When I open My Computer they all have the red circle with the slice in it
like a no smoking emblem. What is going on?
Yes, I did check my user account and I am still the Administrator.
Could this be some type of virus? I am running AVG with Windows Firewall.
