Are you able to boot into safe mode?

SC Tom

No it will not allow me to, I get a blue screen each time. It let's me get
into windows but it locks up before it gets to the desktop.

I have also attempted to boot from the CD first to attempt a system
recovery, but It will only but from the HDD

In order to boot from the CD, you may have to change the boot device order
in BIOS. Put your CD drive ahead of the HDD in the boot order and it should
try to boot from it first. Or, at the boot-up splash screen, there may be a
'boot from' option. Look at the lower right corner of the screen. My desktop
PC w/ an Asus motherboard uses F8, but my Gateway notebook uses F10. Try
that and see what happens.

You have to enter safe mode by hitting the F8 key, constantly, as soon as
your PC is turned on
