I deleted a user and all data files (i.e. *.jpgs in "My
Pictures")associated with that user. How can I recover
the files?

Restore will recover folders, from any locating that they havet been
overwritten. but that did being up a good point, Windows might not see the
user (folder) after it's been restored. would System Restore recover them?

System Restore does not cover data file type, nor folders within the
users profile space ('My Documents' etc), only things related to the
system. Read up its FAQ at
http://microsoft.com/technet/itcommunity/Newsgroups/FAQSRWXP.asp

You would need to be restoring fro some full backup - which presumably
the OP does not have or he would not be asking

Hi Charlotte -

The lost files might still be recoverable. First . . . if possible,
avoid doing anything on your computer that would cause anything to be
written to the disk where the files used to reside.

Second, go to http://www.undelete.com/downloads/menu.asp and look for
the Deleted File Analysis Utility download. Get this utility --
preferably download it from another computer and copy it onto a floppy
disk, to avoid writing to the disk where the lost files were.

Third, run the Deleted File Analysis Utility to see which files can be
recovered. If the utility comes up with positive results, you can
recover the files with Undelete from Executive Software (available at
www.undelete.com).

I hope this helps -
