Windows XP Home Edition Product Key and Service Pack 2 problem

Hi,
I recently my mom's computer so it would run faster for her. When I try
activating the product key, it gave me an error saying that it has been
activated too many times. Is there some hidden number of times you can
reinstall XP Home Edition (upgrade)? Also, I installed Service Pack 2 on the
computer and now when i boot up under normal AND safe mode, I get a
notification pop-up saying that something is wrong with windows explorer, do
you want the send this error to microsoft. I click "yes" and then i'm stuck
on a black screen. I'm able to get access to the Task Manager "CTRL+ALT+DEL",
but that's it. Can someone please help me?? THanks in advance.

No - but if you have made quite a lot of changes (and this may include
booting with a device in one of the categories considered disabled) you
may have to do the activation by the 'activate by phone'
 
Ok, thanks for your help. I forgot to post the second half of the problem,
