Windows XP Foreign Characters

After having a professional virus clear out on my Windows XP, I can no
longer access foreign characters using the Alt key with the numeric key pad
codes. For example Alt+164 should give Spanish n tilde. I would be
grateful if anyone could throw light on this issue. With thanks.
