Windows XP Firewall

Can anyone help me with turing off the Internet Connection
Firewall?

When I follow the instructions below, the 'advance' tab
does not appear on the connection's properties. I am
logged in as a user that has administrative privileges.

To configure Internet Connection Firewall manually for a
connection:
1. In Control Panel, double-click Networking and Internet
Connections, and then click Network Connections.
2. Right-click the connection on which you would like to
enable ICF, and then click Properties.
3. On the Advanced tab, click the box to select the
option to Protect my computer or network.
