In most Office versions there is a Mailbox repair tool, ScanPST.Exe.
It doesn't have a shortcut and must be located in the \Program Files\
Office path. It runs a multi-pass check on the .Pst and will recommend
fixes if issues are found. ( Be sure to check the backup creation ).

Recent Office versions have a "Detect & Repair" feature in the Help.
Of course this won't help you if Outlook will not open/run.

You should make sure your Office instance is fully updated with all
the hotfixes and Service Packs. Update.Microsoft.Com will check &
offer any Office updates your setup doesn't have.

Run OL Detect/Repair
Run scanpst.exe the repair tool on the OL data files
Try opening OL with the Safe switch
Check Event Viewer
Boot PC into safe mode & see if problem re occurs

Close Outlook
Search for scanpst.exe on your system, to include hiiden files.
Run scanpst.exe (double click the exe)
Select Browse
Select outlook.pst
Open
Start the scan process, if it finds errors, fix them, then run scanpst.exe
again untill you get a clean pass with no err's

From within Outlook, Help Detect/Repair - you may require the Office cd

In Control Panel
Adminastrative Tools
Event Viewer
Check for err's at the time the sys locked up
