Sure, just up the ram to 256MB or 512MB is better, goto http://support.ap.dell.com/ap/en/filelib/ and select the XP drivers for your
system and download at latest BIOS update, Video,Sound and Modem drivers,
backup all your data you want to save and the drivers then do a clean
install of XP.
NOTE: Maximum installable ram on this model system is 512MB

Actually, I'd run MS's Upgrade Advisor first because there's quite a bit
on those models that is proprietary hardware. You may have no trouble,
but better safe than sorry. Here's the link:

The hardware in Dell GX-110 is pretty standard actually, e.g. nVidia graphic
card and 3Com 3C905C integrated network card, and as Dell supplies WinXP
drivers for this computer, it should work out pretty good I think. But of
course, it doesn't hurt to run the Upgrade Advisor anyway
