Windows XP and User-defined forms

Is it true that Windows XP does not allow any dot matrix
printer drivers to define a custom form size?

That is not true. The form definition must be within the printable area
defined in the printer GPD file from the printer manufacturer or you will
not see it in the list of paper sizes within the printer properties.
