Windows Won't Install

I put in a new hard drive in the family computer. I placed my XP disk in
and started it up. It got to a part where it said that the XP disk was not
a valet Windows CD. So I rebooted the computer only for it to stop at a
blank screen with a blinking curser in the top left hand corner. First it
went to the 'checking system configuration.' We can't get into the Bios.
We changed all the cables and bought a new CD unit. How can I fix the
problem?

What does your Windows XP CD say on it?
In other words - is it a full windows XP CD or some sort of Restoration CD
that may use some hidden partition on your other hard drive?
