Windows Won't Get To Desktop

Originally when I tried to start Windows it got to the Windows logo screen
with the "working" bar below it and just stayed on that screen forever. So I
restarted and restored to an earlier time and all was well. Just to be safe
I created a restore point once I got Windows up and running again.
Everything was fine for about 2 weeks then suddenly one day the same problem
came up again. When I tried to restore again there were no restore points on
the calendar (even though I know I made one recently) and the little arrow
button in the upper left of the calendar wouldn't let me go to a previous
month. I have started in safe mode, went into msconfig and did selective
startup unchecking all of my startup group items.

1) Am I missing a way to configure msconfig that might fix the problem? Like
doing a diagnostic startup or unchecking like the win.ini system file check
boxes?

I have the Windows XP CD.

2) Is there a way to use it in safe mode to fix Window's critical files?

3) Is there a way to boot using the disk and restoring Windows critical files?

4) Do you have any suggestions for me? Is there anything I should try?
