Windows won't expand to full size of desktop

My desktop seems to have a transparent band across the top that prevents individual windows from expanding to the size of the monitor. The various desktop photos or backgrounds show in total, but desktop icons disappear when dragged to the area, and programs like AOL can't expand to their full size. Only Explorer windows when I use F11 can expand to the full size of the screen. Otherwise, each window has a band across the top (roughly the size of a toolbar) where the desktop can still be seen

I've performed all my usual tricks and I can't find the problem.

I would try and right-click on this toolbar you see and see if you see any
options come up that will allow you to close it.
