windows will not start

We installed a USB photo slide converter then when we tried to reboot, the
computer starts (you see the lights on the main then cd), you see the words
"dell" then the monitor goes blank and white dots appear (This takes about 3
seconds then the computer stops and there is a constant green light on the
power light). The LED lgiths indicate a possible USB problem, but we have
tried- Window XP disk, trying F2, even the dell ulities disk, and nothing
happens. Keyboard does not have any lights on) Any ideas?

unplug the device from the machine.
if it then boots up normaly, plug it in.

also check the bios to see if one of the boot options
is to boot from an external USB drive...if so, disable that option

Hi,

We unplugged the device, rebooted several times, nothing. Tried hitting all
F keys and tried with xp disk, all nothing.

That does not sound too good :(

If the machine is a desktop...
If you feel so inclined...you may want to check all the internal
connections.

But it appears to be a hardware failure of some type

Tried booting into Safe Mode yet? Looks like the driver that you
installed for the USB device is bad or not for the OS under which it
was installed. If you can get Windows to boot into its safe mode then
try uninstall the software and driver for that device and see if you
can reboot into normal mode. If you can't even get into Safe Mode,
try booting using "last known good configuration".
