Windows will not start

I started my system today and got the message that
Windows can not start because the file <WINDOWS ROOT>
\system32\hal.dll is missing or corupted. Reinstall this
file. How do I reinstall this file using my upgrade CD?
When I boot the system using the CD I can either
reinstall the entire XP op system (don't want to erase
everything that's in there now!)or use the repair
console. Is this (repair cconsole) what I use to
reinstall the missing file and if so how do I do it?
