Windows will not open Gov documents

I try to open a gov doc and the doc won't open I have already down loaded
the adob acrobat to open the doc's but won't open; please help me!
(THIS INFORMATION IS OFFERED IN ADOBE ACROBAT FORMAT You may download a free
copy of the Acrobat Reader by clicking here, also, when doc open or tries to
open, it reads acordex java tiff viewer, but won't open document.
 
Did you every get any assistance. Same problem after loading SP2 it appears
and no fixes found yet. ?????????
