You did get a full back up of your data did you?

If so, I would just boot from the Vista disk, format and fresh install
and put your data back.

If not...hmm. If you have access to an external hard drive and a cd
burner, you might be able to save your stuff with a live distro of
something like Ubuntu or Knoppix. Don't laugh. You can plug in a USB
hard drive and that gives you somewhere to put your pics, docs and
movies etc.

Boot the computer from the live cd and you should be able to access
both the USB drive and your data.

There's really no way out of this except to start over and if I were you
that is precisely what I'd want to do. Assuming no damage to any of your
hardware, there's no way of knowing what code has been damaged or otherwise
corrupted by losing power. Assuming you could fix this in place, any issues
you have later, especially with a new OS, you'll have no way of knowing if
the problem is being caused by an application, device driver or a busted
install.

I'd use the XP CD and start from scratch. At the XP setup, delete the
primary partition on which you were going to install Vista, create a new
partition, format, install XP, perhaps even reinstall some of your
applications, install all of your hardware, all of this in order to make
sure there are no other problems caused by the loss of power. You know how
the XP setup should respond, you know what problems you did or didn't have
before, the safest route for you to follow is to start over and do so with
XP. Once you know the system is stable with no hardware or software issues,
then consider moving on to Vista if that's what you wish.

You could try booting from the Vista CD and try using the repair option.

when you selected the vista roll back option did you allow the system to try and roll back or interrupt it mid stream.

One can use the Vista DVD in the same manner as the Live CD's. Boot to Vista
DVD, choose Repair/Restore (I forget which), open a command window and have
at it. Also... don't know much about the Live CD's but I've seen some
references in the Ubuntu forum that out of the box Ubuntu won't read NTFS
drives without a driver getting installed. Again, don't know if that's an
issue with the Live Linux CD's, but if it is, it might be a caveat to keep
in mind.
