Windows Vista Home Premium- Stuck logging off

When logging off...vista gets locked up...stays in logging off mode until you
unplug the power to restart

What happens if you unplug the computer from its network connection/cable
and boot-up and login and then you logoff without the network connection
cable?

If you have a USB drive attached, unplug it then shut down.
