One of the latest Microsuck updates is crashing my system (won't
reboot). I'm thinking that it might be the Outlook update, as I don't
have that on my system (using Thunderbird). Can I safely NOT install
this update?

Cheers,

Outlook, or Outlook Express? there is somewhat of a difference here.
The Outlook Express update is tied to Internet Explorer.
Skipping the update will leave whatever security hole it was intended to
fix open to attack.
This is true however for all updates.

Further analysis reveals it's the IE7 update that's the problem.

You do have Outlook Express on your system; it comes with XP. Outlook is
a different program and has to be purchased separately.
