No. If you delete them, your computer is no longer patched.

Deleting an update uninstalls the update and puts your computer back to its
unpatched state. Since these are prinmarily security updates, removing them
would be a very dangerous thing to do.

And the last one does not include the previous ones, if that's what you
meant. Service Packs include the previous Service Pack, but individual
updates do not.
