Windows Updates failing to install

Hello,

We recently set up a group policy that defines which services that can be
started/stopped by a user. For some reason, when users try and update their
Windows XP machines they are failing. When a domain admin logs into their
machine, they are able to install the updates. It seems as though it is a
problem with one of the services being started, but cannot be stopped to
allow the update to install. Does anyone know what service the Windows
Updates are trying to stop and restart?

With the WU client v5, the following 3 services are needed (startup
type in parentheses):

Automatic Updates (Automatic)
Background Intelligent Transfer Service (Manual)
Event Log (Automatic)

All of these services are set to automatic and are started. The problem
seems to stem that the user cannot start/stop/pause these services. Is one
one of these restarted or stopped during the windows update installation?

The AU and BITS service at least.

Note this one:
