Windows updates blocked

I'm running XP Pro on a school network (Win 2000 server)
and can't get it to allow Windows Updates except when
logged on as local administrator. I've made the registry
changes, proxy setting changes, and other recommended
fixes on the client machine. Is there a server-side issue
involved? My Win98 machines on the network are able to
update. Thanks.

By default users of a machine don't have permission to
download updates, and you might not be able to install
anything at all. If you add your user to the
administrators group you should be able to download and
install on your machine
