Windows Update

I have one Toshiba laptop in the company that will not
allow Windows Update to run on it. The error message is
you have to been an administrator to run it but I am the
administrator and I have logged on local to the computer
as the administrator. I have looked up the error in
Technet and I have tried all of the items it suggests but
with no luck does anybody have any ideas?
