Windows update problem

I was having problem with one of the ads on my site not showing up on
my laptop (which has Windows 2000); it shows up fine on my pc (which
has XP). So I went to do Windows update (which worked fine yesterday by
the way). And I get this error message:

[Error number: 0x800A0046]
Please change your Internet Explorer security settings
To save changes to your settings for this website, you need to enable
userdata persistence for Internet Explorer. Complete the steps below,
and then click Change settings to the left and try saving your changes
again.
In Internet Explorer, on the Tools menu, click Internet Options.
Click the Security tab, click the Internet security zone icon, and then
click Custom Level.
In the Settings dialog box, scroll to the Miscellaneous section.
Under Userdata persistence , select Enable.
Click OK and when the security warning dialog box appears, click Yes.

The problem is, "enable" is already selected so I don't know what I am
supposed to do...

The pages I am not seeing the ads on are at

but that is a separate problem of course than the Windows Update one.

When searching for available updates on the Update site, you receive the
0x800A0046 error.

3a. Check Windowsupdate.log (%windir%\Windowsupdate.log) for errors
associated with the download/install.
