Windows Update error message

Hi,
this is the message I get when trying to use Windows Update.

[Error number: 0x800A0046]
Please change your Internet Explorer security settings
To save changes to your settings for this website, you need to enable
userdata persistence for Internet Explorer. Complete the steps below, and
then click Change settings to the left and try saving your changes again.
In Internet Explorer, on the Tools menu, click Internet Options.
Click the Security tab, click the Internet security zone icon, and then
click Custom Level.
In the Settings dialog box, scroll to the Miscellaneous section.
Under Userdata persistence , select Enable.
Click OK and when the security warning dialog box appears, click Yes.

I tried the fix but still not working.
Also, can,t get into Windows firewall, says,

Due to an unidentified problem, Windows cannot display Windows Firewall
Settings.

Also System Restore won't let me go back to before this started happening.
I'm using XP home Ed, SP2, IE6.

I heard that there was a vulnerability in IE and was advised to disable
active scripting and scripting of java applets, which I did. I changed it
back when I found Windows Update wasn't working, but that didn't fix it.

Any help would be appreciated

Hi Maurice

Yes,my account has admin rights, at least it says so in User
Accounts. But after trying all the advice given by numerous kind people in
this forum, I still can't get to open WUpdate or MSUpdate is it called now? I
have my WFirewall back now but I havn't tried to use System Restore yet.

I've scaned for viruses and spyware using up to date AV7 and Ad-aware, SBS&D
also using WBit-Defender. Is there any known bugs with WBit-D as I think it's
still in beta form isn't it? My probs started around the time I started using
it.

In Method 2:Set the SD....I recieved a Failure Error 5 message.
I havn't tried any further

Skip method 2 (at least for now), and try method 3 for your error code.

When you say "WBit-Defender" do you mean Windows Defender? Do you have it on when you visit Windows Update? If so, to see IF it plays a factor, exit out of it before going to Windows Update.

Try to look again at your Windows Update log file, and "only" get the set of entries for the "last" date where your Error 0x800a0046 is listed.
I'd like to see (posted back here) the set of entries for that day.

Use Notepad or Wordpad and take a look at (usually C:\WINNT or \Windows )
%windir%\WindowsUpdate.log

Scan down to the bottom. Review contents.
You need to look for entries marked "Error" such as 0x......... (where ....... are numbers)

Yes, I Did mean Windows Defender, Sorry.
I tried WU with WD off and still the same result, Error 0x800A0046.

Does the error 0x80004015 refer to XP Pro? How can that be when I have the
Home Edition? It's OEM, unfortunately they don't give the Windows Disc with
the PC when bought in England, it helps kep the price down appparently.

Sorry that should read, tried method 3 and got, "Windows could not find
secpol.msc...."

Also, if it helps, Local Policies has gone from 'Computer Management'
