Windows Update downloads blocked (error 0X800A0046)

When I access the Windows Update site or Microsoft Update Web site I am
messaged that
the user persistence settings in the Internet Tools\Security\miscellaneous\
need to be reset.
( error 0x800A0046)
Changing the userpersistence settings does not fix the problem (nor do the
detailed fixes set out in
KB 910338 which addresses error 0x800A0046).
Since I cannot use the autoupdate, is there another site from which I can
get the Windows Updates?

Security updates are available on ISO-9660 CD image files from the Microsoft Download
Center

You can also download individual updates from the Catalog and save to be installed
later.

Click Add button for each update you want to download. Once you have what you want,
Click the “Go To Download Basket” link. Type in or browse to the location where you
want the updates saved to and then Click the “Download Now” button.
Once downloaded, you can then burn them to CD.

Thanks for your full reply which I will work through

BTW the trouble started when I installed IE 7 retail on my desktop and
notebook, which are connected by a Netgear secure wireless link when the
laptop is home.
IE7 is perfection on the Desktop which is an Assus ACPI Multiprocessor PC
(Operating System Microsoft Windows XP Professional. OS Service Pack Service
Pack 2, Internet Explorer 7.0.5730.11.DirectX 4.09.00.0904 (DirectX 9.0c)
CPU Type DualCore AMD Athlon 64 FX-62, 2800 MHz (14 x 200)
Motherboard Asus Crosshair (3 PCI, 1 PCI-E x1, 1 PCI-E x4, 2 PCI-E x16, 4
DDR2 DIMM, Audio, Dual Gigabit LAN, IEEE-1394), Chipset NVIDIA nForce 590
SLI,
AMD Hammer Video Adapter NVIDIA GeForce 7950 GX2 (512 MB), Video Adapter

I was not able to get any of these suggestions to work but when I finally got
MS on the phone this is what the technican walked me through.

1. Log on the machine in safe mode as the Administrator (You might be able
to do this without being in safe mode).
2. Rename the directory called SoftwareDistribution in the Windows directory
3. Rename the folder called CATROOT2 in the Windows>System32 directory
4. Reboot and try the Windows update again.

This seemed to work and to be quite honest should have been posted on the
website. I am running Windows XP home addition. The other poor
communications on the web site about this topic is what you do if you are
running Win2000, XP etc. They should be more specific pending your OS.

Good luck... Microsoft could make all this much easier as I suspect the
average computer users does not understand nor do they want to wade through
all these steps to try and resolve a problem like this.
